The debate about artificial intelligence in the public sector is largely driven by the promise of cost savings. But if we genuinely want AI to strengthen the public sector, we need to start somewhere else: by asking how it can improve citizens’ everyday lives.
Back in 1950, mathematician Alan Turing devised a test to determine whether a machine could demonstrate what we would recognise as human intelligence. The test involved placing either a person or a computer behind a curtain. If it was impossible to distinguish the computer’s responses from those of a human, the machine had, in Turing’s terms, passed the test.
